In general, since the page auto-scrolls exactly down to the chat/story input box, a user will be unlikely to scroll BELOW that point in the page.
Which is where the timeout notification appears. Everything's completely functional and lovely, it's just that I've had quite a few moments right now where I've scrolled down and gone "ohhhh it timed out, that's why."
Putting a smaller and less "Holy shit the game is broken"-looking notification to the side of the Speak button, it would be noticeable even to those who are just tabbing back to check banter every once in a while.
