On the failboat, all of your gear is supposed to be taken away and inaccessable to you- but if you have an active hawton meter with a manufactured artifact installed, and the observation window on your artifact was open when you were defeated and sent to the boat, it will act as though it is still equipped, and continue to accumulate charge throughout your fights on the boat.

This has been consistent throughout my trips to the boat since equipping my first meter; if I have an artifact charging, it continues to charge on the boat.
